COVID-19 Energy Assistance Program (CEAP)
COVID-19 Energy Assistance Program (CEAP) is a new program from the Government, launched on July 13, 2020. CEAP is a specific, time-limited program to provide a one-time, on-bill credit to electricity and natural gas consumers who have experienced hardships as a result of the COVID-19 pandemic.
Eligible customers can receive a one-time credit of $115 applied to their hydro bill (or $230 for an applicant on heating or medical device).
Eligibility and Credit:
CEAP is available to residential customers served by a utility, including residential customers that have a contract with an electricity retailer.
Account holder’s account was in good standing on March 17, 2020, and was not enrolled in an arrears payment agreement.
Account holder has failed to make complete payment on account of electricity charges on at least two bills issued since March 17, 2020, and has an overdue balance on the date of their application for CEAP. (Account holders affected by COVID-19 and were enrolled in arrears payment agreement amounts after March 17, 2020 are eligible.
Account holder confirms that they (or their spouse or common-law partner) are:
Account holder has not received Low-income Emergency Assistance Program (LEAP) or Ont. Electricity Support Program credits in 2020.

To apply for this credit, you need to complete and submit a CEAP Application Form.
